A Nigerian man and a Venezuelan woman were charged with associating themselves with other persons to sell drugs.
The police said in a statement that a 39-year-old Nigerian and a 25-year-old Venezuelan were remanded in custody.
As is customary in police statements, no names were given. The two were arrested on Saturday.
The woman was also accused of importing drugs and being in possession of cocaine.
Both pleaded not guilty before Magistrate Dr Josette Demicoli and were remanded in custody.
The prosecution was led by inspectors Frank Anthony Tabone and Justine Grech.
